Maybe it was a stop-work meeting.

This was interesting – a whole bunch of cormorants and two pelicans (one of which was out of shot on the right) just floating together out on the bay (and yeah, once again as seen from our deck). They weren’t fishing/feeding, just sitting there, being moved along by the tidal current, and in the ten minutes it took for them to drift through our view, they did nothing. Even when that boat passed, it didn’t even rate any kind of acknowledgment from them.
